Numerically the largest increases were in the states with the largest populations. California Texas and Florida together generated almost 30 percent of the nation’s extra teen births in 2006. Some experts have blamed the national increase on increased federal funding for abstinence-only health education that does not teach teens how to use condoms and other contraception. This includes Medicaid and Child Health Plan Plus which is available to residents who earn too much for Medicaid but not enough to buy insurance. Many self-employed couples could qualify for coverage for their children but do not realize it and the children remain uninsured Ayres said. Child Health Plan Plus a Colorado public health program estimates that 7635 Larimer County children are eligible for its coverage but only 2899 are enrolled according to Gary Kimsey spokesman for Poudre Valley Hospital. And Kimsey said Larimer County mirrors the national figure of about 40 percent of residents with little or no health insurance.
