Generally road-salt dust would fall into a larger category of air pollution known as particulate matter. That includes dust stirred up by highway traffic and released into the air by industries such as rock quarrying and gravel mining. If inhaled these particles can irritate airways and aggravate asthma.

House has a big carrot for Minnesota lawmakers worried about the rising costs of the state’s health care plans: nearly $2 billion in emergency aid that would flow directly into those programs. But it also has a big stick: a provision barring states that accept the money from changing who is or isn’t eligible for health care benefits. And that could throw a big wrench into state budget negotiations. In trying to close a nearly $5 billion budget hole Gov. Tim Pawlenty said he needed to make tough decisions and announced a reduction in state health care benefits a move that could affect 113000 Minnesota adults. Democratic-Farmer-Labor lawmakers have used that number as a cudgel to bash the governor’s budget.

For instance a baby born at 750 grams – about 1. 5 pounds – will need on average $120000 worth of health care before he or she goes home from hospital the report said. A normal weight full term baby costs the system under $1000 Christilaw said. Another factor she suggested is that improvements in prenatal care mean that high-risk women who in the past would have been counselled not to get pregnant are having babies – for instance women with Type 1 diabetes.
