Last year they told lawmakers they received no royalties for classroom materials used in a program paid for by state grants. But university officials now acknowledge commercial vendors “inadvertently” were paid royalties in the tens of thousands of dollars for products developed by university employees and paid for by the Texas Education Agency. University officials say the vendors simply made some mistakes but they did identify $44000 in improper payments for products used in Texas Early Education Model classrooms after a public information request from the Houston Chronicle and San Antonio Express-News. Staff at the Children’s Learning Institute at UTHSC-Houston and the university itself can receive royalties from companies that use their research and ideas for products and software but royalties are not supposed be paid on products used in TEEM classrooms because state grants pay for them.
